The chargesheet includes 122 witnesses, including eyewitnesses, the friends who were present with the singer at the time of the murder and the staff of the hotels where the shooters stayed after the killing. The accused already arrested are mastermind Lawrence Bishnoi, Jaggu Bhagwanpuria, Saraj Minto, Manpreet Singh Manna, Manpreet Bhao, Prabhdeep Singh Babbi, Sandeep Singh Kekra, Baldev Singh, Pawan Bishnoi, Manu Dagar, Naseeb, Charanjit Singh Chetan, Priyavrat, Ankit Sersa, Keshav Kumar, Manmohan Mohna, Kashish, Deepak, Sachin Bhiwani and Arshad Khan.
As evidence, the chargesheet has included forensic and post-mortem reports, seized cartridges, weapons and vehicles used in the crime, CCTV footage of the crime spot and of the hotels where the shooters stayed.
The Enforcement Directorate (ED) on Saturday filed its first prosecution complaint (chargesheet) in a money laundering case revolving around the Delhi excise policy case. It has been filed against businessman Sameer Mahendru as the necessary 60-day time expired today, news agency ANI reported.
The Central Bureau of Investigation (CBI) filed its first chargesheet in the Delhi excise policy scam case on Friday against arrested businessmen Vijay Nair and Abhishek Boinpally, as well as five other suspects, keeping the investigation into the alleged role of others named in the first information report (FIR), including Deputy Chief Minister Manish Sisodia, open.

Bangalore, Jan. 29: Two Karnataka districts have shown the way forward by e-filing chargesheets through a dedicated network that automatically routes the documents to the respective courts in tamper-proof form.
The pilot project that started in 2014 has thrown up new possibilities in the way the judiciary and police function, with thousands of chargesheets having been e-filed from Mysore and Mandya. The state now plans to take the change to other districts.
Around 15,000 chargesheets have been filed so far, each carrying timestamps that prevent any kind of tampering, said an officer. "Some had to be filed physically because of technical problems," said the officer.
The state plans to expand the system to cover all 900-odd police stations in a phased manner. "The only thing we need is better (storage) capacity in the high court (server). That's because of the size of chargesheets," said the officer.
The pilot project in Mandya and Mysore has lawyers excited. "I see it as a major time-saver. It takes months to prepare chargesheets. We now have at least a model of filing them quickly and efficiently," said senior high court lawyer G.R. Mohan.
In its 11,700-page chargesheet filed in a Special NDPS Court, the NCB claimed that a packet of ganja (marijuana) was delivered for Rajput at the Santacruz residence of Rhea in November 2019. And because she took its delivery, facilitated its consumption by Rajput and made payments, that made her an active member of the drug syndicate, it said.
In the chargesheet, the NCB has relied on WhatsApp chats, audio notes between the accused, where they are alleged to be discussing purchase, payment and delivery of drugs including ganja and bud for Rajput, subsequent bank transactions, call data records, locations and statements of the accused.
The case to make chargesheets public is even stronger. While FIRs are unsubstantiated allegations, chargesheets are prepared by investigating officers after the completion of investigation. Chargesheets or final reports, as the case may be, contain important qualitative information about the crime. The charges cited and the accompanying material adduced are to be proven during the trial. The submission of chargesheet in the court also marks the beginning of criminal trials which are held in open court, in the presence of the media and ordinary citizens alike.
Such an order contradicts the well settled position in law which treats chargesheets as public documents, as they are prepared by public officials in discharge of their duty and litigated before an open court. The Central Information Commission in the case of Usha Kant Asiwal v Directorate of Vigilance, GNCTD held that a chargesheet is a public document and its disclosure cannot be denied merely on the grounds that it will impede a probe. While the judgment states that this disclosure can be decided on a case by case basis, it establishes the right to inspect and demand copies of chargesheets under the Right to Information Act. Another CIC judgment ordered the disclosure of the chargesheet and held that its exemption under personal information does not apply.
A facility making chargesheets publicly and freely available on the internet would improve the accuracy of reportage on crimes. Access to chargesheets is crucial for reporters covering crimes. With the Central Bureau of Investigation and the Enforcement Directorate being involved in a substantial number of investigations, free access to chargesheets would also allow regional reporters, without sources or offices in Delhi, to cover the stories in the vernacular media. Regional presses are generally severely constrained by resources and easily accessible chargesheets would go a long way in ensuring the accurate reporting of stories and democratising the playing field for reporters across the country.
Additionally, filing a chargesheet is an exercise in discretion which should be subject to public scrutiny. As per the latest NCRB data for 2020, the current chargesheeting rate of the police, for crimes under the Indian Penal Code stands at 76 percent. This should be read with the conviction rate of courts, which stands at 59.2 percent. While charging is a judicial function in India, the chargesheet filed by the police forms the basis of the decision of the judge. The high rate of acquittal suggests that the police is filing chargesheets indiscriminately, even in cases where there is insufficient evidence to pursue a trial.
Amidst this enthusiasm for making chargesheets publicly available, it is important to address the challenges that would be raised, chief amongst them being the right to privacy of the accused. Right to privacy is indeed a fundamental right and one that should be taken seriously. The potential for using chargesheets to create databases of offenders or for private entrepreneurship cannot be disregarded.

The Rouse Avenue Court of Delhi on Thursday took cognisance on a chargesheet filed by the Central Bureau of Investigation (CBI) against Vijay Nair and Abhishek Boinpally, two public servants and others named in the chargesheet filed in connection with the Delhi liquor policy case.
Taking cognisance of the chargesheet, special judge MK Nagpal on Thursday issued summons to all accused named in it.According to the CBI, besides Aam Aadmi Party (AAP)'s communications in-charge Vijay Nair and Abhishek Boinpally, the others named in the chargesheet are Mootha Gautam, Arun R Pillai, Sameer Mahendru and two former officials of Delhi's Excise department -- Kuldeep Singh and Narender Singh.
The same court had earlier noted that the chargesheet runs into almost 10,000 pages, with annexures. The court also noted that an E-Copy of the chargesheet along with a list of witnesses and supporting documents have also been filed.
